Актуальность. История детских домов в годы Великой Отечественной войны недостаточно изучена на региональном уровне. Большинство работ опирается на нормативные акты и не отражает практику их исполнения на местах. Цель исследования – на материалах Ярославской области проследить динамику сети детских домов в 1941–1945 гг., выявить проблемы, вызванные резким ростом нагрузки, и определить механизмы их преодоления.
Материалы и методы. Исследование основано на документах Государственного архива Ярославской области и Центра документации новейшей истории Ярославской области, а также на опубликованных нормативных актах союзного и республиканского уровня. Применены институциональный подход и сравнительно-исторический метод.
Результаты исследования. В 1941–1942 гг. система детских домов области действовала в режиме кризисного реагирования: число учреждений выросло с 25 до 425, управление осложнялось текучестью контингента, ведомственной разобщенностью и дефицитом ресурсов. С 1943 г. наметился переход к планомерной работе. Выявлены региональные особенности: положение области на пересечении эвакуационных маршрутов, неоднородность территории, сезонная зависимость снабжения.
Выводы. Региональный материал показывает, что эффективность государственной политики в сфере охраны детства в годы войны определялась не только нормативными решениями центра, но и тем, насколько местные власти и работники учреждений могли адаптировать эти решения к конкретным условиям – ресурсным, географическим и административным.
Importance. The history of children’s homes during the Great Patriotic War remains insufficiently studied at the regional level. Most existing works rely on normative acts and do not reflect the practice of their implementation on the ground. The aim of the study is to trace the children’s home network development in Yaroslavl region in 1941–1945, to identify the problems caused by a sharp increase in caseload, and to determine the mechanisms used to overcome them.
Materials and Methods. The study is based on documents from the State Archive of Yaroslavl Region and the Center for Documentation of Contemporary History of Yaroslavl Region, as well as published normative acts at the union and republican levels. The institutional approach and the comparative-historical method were applied.
Results and Discussion. In 1941–1942, the system operated in crisis-response mode: the number of institutions grew from 25 to 425, while management was complicated by resident turnover, inter-departmental fragmentation, and resource shortages. From 1943, a shift toward systematic work began. Regional specificities are identified: the region’s position at the intersection of evacuation routes, territorial heterogeneity, and seasonal dependence of supply.
Conclusion. Regional evidence demonstrates that the effectiveness of wartime child welfare policy depended not only on central normative decisions but also on the ability of local authorities and institutional staff to adapt those decisions to specific material, geographical, and administrative conditions.
